The strongest reference in government contracting is a customer who comes back. The Operational Architecture Branch came back three times: four consecutive contracts, with SimIS as prime on three of them, sustaining the same mission across changes in contract vehicle and year. The record below is the kind a contracting officer can verify number by number.

The Operational Architecture Support Firm-Fixed-Price (FFP) contract issued by Operational Architecture (OA) Branch within Headquarters Marine Corps Combat Development and Integration (HQMC CD&I), Capabilities Development Directorate (CDD), is to provide Department of Defense Architecture Framework (DoDAF) Integrated Architecture Descriptions, analytical and engineering, managerial, and administrative support to the Director, CDD, HQMC CD&I. Key support requirements include the development of comprehensive Operational and Capabilities Architecture Descriptions modeling As-Is and emerging Marine Corps, Naval, and Joint Concepts in support of Joint Capability Integration Development System (JCIDS) and capabilities development. Although this current effort is only for 1 year, ending in the latter part of 2016, it is the follow-on contract to the previously SimIS Primed and awarded 3 year Seaport-e N00178-09-D-5815-MU61 Operational Architecture Support contract from 2012 – 2014.
