The Marine Corps' Capability Development Directorate decides what the future force needs and shepherds those capabilities into being. TOSS is CDD's dedicated indefinite-delivery contract for the technical and operational support that work takes, and SimIS delivers on it as a prime.
SimIS's Marine Corps past performance runs straight through this mission space: operational architecture support across four consecutive contracts, advanced distributed learning, and analysis that connects capability requirements to fielded systems. When CDD recompeted this vehicle, the scope was expanded to include operational architecture support: the workstream SimIS carried for the Operational Architecture Branch across four consecutive contracts, alongside recurring core architecture support and MCEN To-Be architecture for the same customer family. In a nine-company pool, incumbency of the added workstream is the pitch.
